ASBESTOS:

Echelon performs all phases of Asbestos Services, to include limited and
comprehensive asbestos surveys in accordance with AHERA and/or ASHARA
protocols, collection of bulk samples, walk-through inspections, and preparation of
reports and specifications.  In addition, we provide compliance Air Monitoring and
Project Management Services in support of Asbestos Abatement activities.

Echelon has built its reputation as a responsive, highly efficient asbestos problem
solver by providing comprehensive solutions to small, large and very complex
projects.  We understand that no two projects are identical.  As such, we advise each
Client as to the applicability of services requested in relation to the overall project
requirements.  We engage these protocols to ensure that our

unnecessary financial resources to complete their project objectives.  

All analyses of bulk samples are performed by AIHA or NVLAP accredited
laboratories and using the appropriate OSHA, EPA, AHERA or State Protocols.

INDOOR AIR QUALITY:

Echelon performs Indoor Air Quality evaluations for the presence of various chemical,
biological, and organic (mold) airborne constituents that could exist in occupied
spaces.  We interview all affected parties with air quality questionnaires before we
proceed with air or material sampling.  The data we gather from the questionnaires
will provide us with vital information as to what, where, why and how we should
proceed with a site-specific sampling scheme.  We can then provide the Client with
the relative information and/or solutions necessary to alleviate the problem in the
most cost efficient manner.

LEAD:

Echelon performs comprehensive testing for the presence of lead paint in buildings
and lead in drinking water, soil, and air.  In October 1994, Title X of the Residential
Lead-Based Paint Hazard Reduction Act was passed.  This Act required that the
lead content of all dwellings constructed before 1978 be disclosed before they are
sold, rented, or refinanced.  

Approximately 75% of homes built before 1978 contain some type of lead-based
paint.  Lead-based paints were utilized both inside and outside the home.  Lead
poisoning can cause damage to the brain, nervous system, kidneys, hearing and
coordination.  Learning disabilities, erratic behavior, blindness and pregnancy
problems have also been linked to lead poisoning.

In addition, Echelon provides all phases of lead-based paint removal design services
to clients who require full service removal management support.

MOLD:

Mold is the single greatest problem in Indoor Air Quality.

Although the presence of mold itself is not always a problem, sustained growth of
mold inside your home or office can become a problem. Different molds can produce
a variety of symptoms, reactions, and diseases in different people, depending on the
mycotoxins produced and the individual's immune system status.  

Sick Building Syndrome and Building Related Disease are most often due to mold.  
Water intrusion, coupled with an elevated temperature and a food source create the
environment for molds to propagate rapidly.  Floods, sewer back-ups, or the

presence of bird droppings, domestic or wild animal wastes increase the likelihood
that bacteria is involved.

Echelon performs complete and thorough mold inspections.  We are familiar with the
health effects from molds such as Stachybotrys, Actinomycetes, Aspergillus,
Cladosporium, Penicillium, Alternaria, and many more.

RADON GAS:

Echelon performs Radon Gas Surveys in various facilities and properties.  Presently,
there are no federally mandated practices of study related to radon gas surveys.  
However, the Environmental Protection Agency, along with the Surgeon General has
issued homeowner awareness pamphlets regarding the risks associated with radon
gas.

In testing structures, radon canisters are placed in strategic locations throughout the
structure.  In open land parcels, a soil gas survey will be needed.  The requirements
of each project will dictate which test will be necessary.

SITE ASSESSMENTS:

Echelon performs Phase I and Phase II Environmental Site Assessments (ESA) in
accordance with standards developed by the American Society for Testing and
Materials (ASTM) Standard E 1527-05 (Phase I Environmental Site Assessment
Process).  These standards are consistent with most bank criteria required
throughout the United States.  

The purpose of the Phase I Environmental Site Assessment is to identify obvious
    
or likely signs of contamination on or in close proximity to the property being
i
nvestigated, and to determine whether recognized environmental conditions exist   
on or near the property that would warrant further action/investigation (Phase II
investigation) by the Client.

Prior to an purchase of commercial property, we strongly recommend that the buyer
have an ESA conducted to determine if any contamination exists on the property.  
Under SARA, anyone who is in the chain of title becomes responsible for such
cleanup, even those with no responsibility for the pollution. One exception is a
purchaser who knew nothing about the contamination and had an investigation done
(Phase I) prior to the purchase.  An Innocent Purchaser is defined as a party not
responsible for cleanup of contaminated property.  An ESA is required to support any
claim to be an “Innocent Purchaser.”

Example: Discarded electrical parts containing hazardous PCBs and lead were
found on land, requiring a cleanup of the environmentally contaminated property. All
current and prior owners and users were Potentially Responsible Parties (PRPs).  
Irene, however, bought the land after a qualified inspector had determined that it was
free of hazards, so she is an innocent purchaser, not responsible for cleanup. A
Potentially Responsible Party (PRP) is defined as referring to all owners (past and
current), operators (past and current), transporters, and disposers of hazardous
waste.  Example: After an investigation, the Environmental Protection Agency (EPA)
placed a certain site on its Superfund list.  They looked at all paperwork related to
historical ownership and use of the site, including material transporters, waste
treaters, and disposers. The EPA prepared a list of potentially responsible parties
and sent each a registered letter to inform them of their potential liability for cleanup.

The Phase I and II Assessments aid in accurately defining the real value of the
property, and serves as the essential part of any true risk assessment.  Project
confidentiality will always be maintained between the client and Echelon.  The results
of our work will only be communicated to the client, or other parties specifically
designed in writing by the client.  We will not communicate with neighbors, attorneys
or lenders on details regarding the investigation without specific written
direction/authorization from the client, or if required under court order.

STORM WATER MONITORING and MANAGEMENT:

Echelon can implement and perform storm water monitoring and/or management
services for small and large scale developments.  Several states have implemented
storm water monitoring protocols which require the need for storm water event and/or
project monitoring support services.  Echelon can interface with project and other
regulatory agents to insure that storm water protocols are adhered to, and that
surrounding steams, tributaries, lakes and rivers are not adversely impacted with
surface soil runoff.  Echelon’s personnel have met the requirements of being
accredited as a Georgia licensed storm water management consultant, and can
conduct all phases of storm water management.

UNDERGROUND STORAGE TANK:

Echelon provides Underground Storage Tank (UST) investigation and closure
services.  Our services range from basic soil sampling support to complete project
closure/management services, which include providing a comprehensive closure
report, and proper notification to State and/or Federal entities.
